I think it would be great if we kept a list of these specifications somewhere, especially those that define their own postMessage() we might want to share logic with.

A variety of specs want to link to PostMessageOptions/transfer. Hopefully this will enable them to do so, while also enhancing our own internal cross-referencing.
(I didn't mark this up with data-export and all the rest of the Bikeshed definition contract, since currently everything is being inferred by the scraper. If we change to be explicit, we should do so as discussed in #5694.)
