Replace Parcel with Astro

Parcel currently does not starts the dev server anymore (core dump!), since dependabot upgraded sharp to its latest version. Replace our Parcel static publishing pipeline with Astro, based on the @uzufly/new-astro-repo template, as we're now using the later in all our projects.
