Update Go version and some deps

This PR bump some dependencies:

• bump Go from 1.24.2 to 1.24.10
• bump CLI libs (cobra, viper, pflag)
• bump k8s versions from v1.31.4 to v1.31.13

These minor/patches updates are enough to fix some security issues we have.
In a next PR we will try to bump to more recent versions of Kubernetes, and to the latest version of Go.
