Summary

Fixes #15675

• Revert change to creators package build-extension-charts file since fix broken test on extensions master workflow #15676 approach failed and we needed to revert all of these changes. This permission is causing our nightly run tests to fail, as per https://github.com/rancher/dashboard/actions/runs/18668454153
