Summary

Fixes #rancher/qa-tasks#1940

This PR adds a setup step that enables the OIDC Provider feature flag in Jenkins CI, ensuring OIDC-related tests can now run reliably in the Jenkins environment. Support for this was previously added to Github Actions CI, but not for Jenkins.
