Fixing RHEL8 productization issues for new CIS rules

• This PR introduces a fix for a several failing test cases for prioritization on RHEL8

Rationale:

• For accounts_password_pam_unix_enabled rule, RHEL-based products are supposed to be tested and remediated differently than Ubuntu-based ones

• For accounts_passwords_pam_faillock_unlock_time_with_zero rule initial authentication profile has to be selected before enabling with-faillock and applying changes

• Fixes test scenarios for some new CIS rules on RHEL 8 fail #14289
