If your application is being autorejected on mobile, try desktop.
If you export your document as image and resize to less than 1MB you'll be able to upload it.

Commenting because I'm running into exactly the same problem. I actually tried annotating my documentation to address each point, but I guess it's not reviewed by a human so it just fails.
